Fort Collins water heater permits: Fast-Track, $65 per heater

“Water Heater” is one of the City of Fort Collins’ Fast-Track permits. The Heating and Cooling Permit Application goes to Building Services by email, and the fee is $65 per water heater plus sales tax on the project valuation (materials and labor). Building Services: 970-416-2740.

Homeowners doing their own work file a notarized Homeowner Affidavit. The owner of a detached single-family home may do permitted work on a primary residence, but townhouses, condos and duplexes need a City-licensed business for plumbing or mechanical installations and alterations, apart from “electrical/plumbing fixture replacement in the same location as original.” The State Plumbing Board adds that the owner must do the work personally, in a home not for sale, resale, a flip or a rental.

Paid plumbers need a City license as well as a state one. We file the permit and book the inspection; other towns are compared in do I need a permit to replace a water heater.

What Fort Collins’ 2024 codes change for water heaters

For permits submitted since April 1, 2026, Fort Collins uses the 2024 International Plumbing Code (IPC) in place of the Colorado Plumbing Code (Ordinance 219, 2025), with an amended 2024 fuel gas code (IFGC). City amendments that affect a water heater:

City amendmentWhat it means for your heater
IPC 504.6.1, relief valve dischargeT&P discharge must be piped to a drain or outdoors, except on a replacement or where a pan sensor closes a solenoid valve on the supply
IPC 504.7, drain pansNo pan on a replacement if the old heater had none under the code of its day
IFGC 503.6.6, vent heightGas vents end at least 22 inches above the grade below, which matters for sidewall vent terminals

Fort Collins Utilities, Xcel gas and heat pump rebates

Fort Collins Utilities (Light and Power) serves about 70,000 homes with electricity; Colorado’s state utility map shows Xcel Energy for natural gas. The city utility’s heat pump water heater rebates come through Efficiency Works, which Platte River Power Authority manages. Efficiency Works’ January 2026 sheets list:

  • Up to $600 when an ENERGY STAR heat pump model replaces an electric or propane heater, or $400 when it replaces gas; apply within 45 days.
  • Double the standard rebate in 2026 for Fort Collins Utilities rentals on Retrofit projects, with a lease of at least 12 months and pre-approval.
  • Up to $500 toward a panel upgrade to 200 amps or more, or up to $250 for a load-sharing device, done with a heat pump water heater.

Colorado’s 2026 heat pump tax credit also takes at least $83 off the invoice when a state-registered installer does the work (Colorado Energy Office). Check current amounts with your utility.

Is Fort Collins water hard?

No. Fort Collins Utilities publishes no hardness figure, but its 2025 Water Quality Report calls its source water, from the upper Cache la Poudre River and Horsetooth Reservoir, naturally soft because it comes from snowmelt and rain. Districts serving other parts of the Fort Collins area measure soft too: Soldier Canyon’s treated water, which supplies ELCO, Fort Collins-Loveland Water District and North Weld County Water District, ran 21 to 32 mg/L in 2025, and ELCO reports about 35 mg/L; ELCO’s own scale calls anything under 75 mg/L soft.

Websites that call the city’s water hard, some quoting up to 26 grains per gallon, don’t cite a utility report. Untreated soft water can be corrosive, the utility notes, so it has added calcium and carbon dioxide since 1984. Tanks still collect sediment and anodes still wear, so maintenance still matters, and A.O. Smith says a softener speeds anode wear.

How Fort Collins’ altitude affects gas water heaters

Fort Collins sits at 5,004 feet at its USGS reference point; the City’s building design table uses 4,987. Above 2,000 feet, the fuel gas code (IFGC 402.2) requires the volume of gas supplied to be adjusted for altitude, and each heater’s manual sets out how.

Both figures sit inside Rinnai’s 2,001 to 5,200 ft band, where one natural gas Rinnai model rated at 199,000 Btu/h derates to 170,000, about 15% less, so we size tankless units on the lower number. Navien’s NPE-2 natural gas units need a high-altitude kit only from 5,400 feet. The USGS point is under 200 feet below the top of Rinnai’s band, so homes on higher ground get an on-site check.

How old are Fort Collins homes and their water heaters?

The median Fort Collins home was built in 1992. Of the city’s 74,558 housing units, 30.6% date from before 1980 and 17.0% from 2010 or later (U.S. Census Bureau, ACS 2020-2024 5-year estimates).

The U.S. Department of Energy says most storage water heaters last 10 to 15 years and tankless units can last more than 20. A 1992 house is 34 years old, so its current tank is unlikely to be the first, and replacing it can expose vents and gas piping installed under older codes. Early-2010s homes still on their original tank are now a decade or more in. The serial number on the rating plate often encodes the date; see how long water heaters last.

What happens when you call

  1. Call (970) 305-5633 and tell us the fuel, the heater’s age and location, and whether it leaks.
  2. A licensed plumber diagnoses it and tells you plainly whether repair or replacement makes more sense. Every job is covered by liability insurance.
  3. You get a written, itemized quote first: heater make, model, first-hour rating and UEF, labor, the $65 permit fee and the City’s sales tax, code items, altitude setup and haul-away. Typical prices are in our water heater replacement cost guide.
  4. On a replacement, we file the permit, do the work and book the City’s inspection, which state Board policy says an adult homeowner or our representative must attend in an occupied home.

Fort Collins water heater FAQ

How much does a water heater permit cost in Fort Collins?

$65 per water heater plus sales tax on the project valuation (materials and labor), under a Fast-Track permit from Building Services, 970-416-2740.

Can I replace the water heater in my Fort Collins townhouse myself?

Possibly not. The City’s homeowner affidavit requires a City-licensed business for plumbing and mechanical installations in townhouses, condos and duplexes, except a fixture replaced in its original spot, so check with Building Services before you start.

What altitude setting does a water heater need in Fort Collins?

The one in its manual for your home’s elevation. At 5,004 feet (USGS), the city falls in Rinnai’s 2,001 to 5,200 ft band.

Does a water heater relief valve have to drain outdoors in Fort Collins?

Not on a replacement. The city’s 2024 amendment requires relief valve discharge to reach a drain or the outdoors but exempts replacements of existing heaters; the pipe must still end no more than 6 inches above the floor or receptor.

Does a water heater need earthquake straps in Fort Collins?

Not by code. The city’s IRC table puts Fort Collins in Seismic Design Category B, and the IRC requires anchoring only in categories D0 to D2 and for townhouses in category C.
