Call nowIs your Windsor water heater the original?
In much of Windsor, it may be. Of the town’s 15,463 homes, 46.6% were built in 2010 or later and only 10.7% before 1980, and the median home dates from 2009 (U.S. Census Bureau, ACS 2020-2024 5-year estimates). About 43,840 people live here (Census Bureau, Vintage 2025 estimate).
The U.S. Department of Energy says most storage water heaters last 10 to 15 years. A tank that came with a house built from 2010 to 2016 is now 10 to 16 years old, so many of Windsor’s original heaters have reached that range. The rating plate shows the date, often coded in the serial number; our guide to how long water heaters last covers the warning signs.

Water heater rebates in Windsor depend on your utilities

Windsor straddles the Larimer-Weld county line, and its utilities vary by address. The Town’s FAQ lists Xcel Energy or Poudre Valley REA for electricity, depending on location, and Xcel for gas; Atmos Energy’s April 2026 tariff also lists Windsor (Weld County). Your bills decide which 2026 incentives apply:
| Your utility | Water heater incentive |
|---|---|
| Poudre Valley REA (electric) | $350 for an ENERGY STAR heat pump water heater of 30 gallons or more, within 90 days of purchase |
| Xcel Energy (electric, gas or both) | $750 standard heat pump water heater rebate |
| Atmos Energy (gas) | 80% of cost, up to $800, for a gas tankless with a UEF of 0.95 or higher; 80%, up to $700, for a gas tank of 55 gallons or less with a UEF of 0.86 or higher; within 60 days |
| Any utility | Colorado’s $250 heat pump water heater tax credit, at least $83 of it off the invoice from a state-registered installer |
Check current amounts with your utility before you buy.
Windsor’s vent rule: no cellular-core PVC
Town of Windsor policy CO-001-2016 prohibits cellular-core PVC from any manufacturer in the exhaust venting of water heaters and boilers. It matters most for power-vent and condensing heaters, which typically exhaust through plastic pipe.
Colorado’s fuel gas code adds two checks: the heater must be listed for plastic venting, with the pipe named in its instructions, and new plastic exhaust pipe must hold 5 psi of air (or a 10-foot water column) at inspection before it is connected. We check your existing vent before quoting; if it is cellular core, new pipe goes on the quote. Our guide to water heater venting types explains the alternatives.

Permits, licensing and altitude in Windsor
Every water heater replacement in Windsor needs a permit. Colorado’s State Plumbing Board said so in December 2025, and the Town’s FAQ requires one for plumbing work even if you do it all yourself. You apply through the Town’s Community Core portal, and SAFEbuilt inspects. We found no published water heater fee, so the permit is its own line on our quote. That holds on both sides of the county line within town limits; outside them, Larimer or Weld County issues the permit.
The Town has no plumbing license of its own, but the work requires a current State of Colorado plumbing license.
Windsor’s USGS reference point is 4,796 feet. The fuel gas code requires gas flow to be adjusted for altitude above 2,000 feet, and each heater is set up by its manufacturer’s instructions. Rinnai’s tankless settings put Windsor in the 2,001 to 5,200 foot band, where one 199,000 Btu/h natural gas model loses about 15% of its input, so we size tankless units for the derated output.

Water heater repair in Windsor FAQ
Do I need a permit to replace a water heater in Windsor?
Yes. Colorado’s State Plumbing Board requires a permit and inspection for every water heater replacement; in Windsor you apply through Community Core and SAFEbuilt inspects. We pull it on every replacement.
Can I replace my own water heater in Windsor?
Colorado requires a licensed plumber working for a state-registered plumbing business, under a permit, or the homeowner personally, if the home isn’t for sale, a flip or a rental. Either way, you need the Town permit and a SAFEbuilt inspection.
Can a water heater be vented with PVC in Windsor?
Only pipe the heater’s manufacturer specifies, never cellular-core PVC, which Town policy bans from water heater exhaust. New plastic exhaust pipe must pass a 5 psi air test at inspection.
Can I get Efficiency Works rebates in Windsor?
No. Efficiency Works serves customers of the Fort Collins, Loveland, Longmont and Estes Park electric utilities, while Windsor homes buy electricity from Xcel Energy or Poudre Valley REA, which run their own rebates.
Do water heaters need earthquake straps in Windsor?
Not by code. Windsor is in Seismic Design Category B, and the code requires anchoring only in categories D0 to D2 and for townhouses in C.
My Windsor house was built around 2010. Should I replace the original water heater?
Not automatically. The Department of Energy puts most tank lifespans at 10 to 15 years, so have it checked; if the tank is sound and only a part has failed, repair can make sense.
